Background checks.. How do i?

Can anybody tell me how to run a background check on players? Or is it strictly limited to admins?

Curious upon how to do it..

Hey mate, i'm pretty sure you have to be an admin and jump through a whole heap of hurdles to access the system that allows BG checks, you need to be certified.

Im sure someone will prove me wrong though
